This Rubber Pedal Cover / Grip is off a 1950's or 60's Three Wheeled Mailster, manufactured by Westcoaster in California and is similar to Cushman Mailsters/Trucksters. The WestCoaster mailster came with a bullet proof Onan CCK-MS 663F twin opposed cylinder engine. The rubber grip is badly damaged as shown but could be used as a template.
